In Golden Sun, you defeat some thieves who stole the Shaman's Rod from Hammet. They get thrown into Vault's jail. After leaving the Lamakan Desert, you can visit Vault and upon speaking to the mayor of Vault, you will learn that the thieves have escaped from jail.
If you transfer data to The Lost Age, you will encounter the thieves after returning to Madra with Piers, speaking to the mayor, and seeing the scene with Karst then leaving Madra. The thieves will have overheard you mentioning Isaac and attack you. After the battle, they will give you the Golden Boots, then flee.
